Douglas Bollinger has made several horror-thriller movies and used to teach theater in Ocean County. He's now facing criminal charges.

Point Pleasant Beach Mayor Doug Vitale said in a statement on his Facebook page the shoal was likely caused by constant southerly winds in recent weeks.

"Over recent weeks, we have seen an increase in incidents involving young people late at night, raising concerns among parents and residents alike," the mayor told New Jersey 101.5.
